Barbagan is the governmental authority overseeing the Nemegral city-state. As a subordinate jurisdiction, it answers to the overarching Ningizzida empire.
Barbagan has a tribal council composed of leaders representing their respective tribes. For crucial matters affecting their people, the chieftains often vote along ethnic lines. The largest racial groups represented in the government are trolls, yuan-ti, and leaders of the numerous Viidostor tribes. The council is restricted to 15 members, so to gain a seat, one must remove a current member. These cutthroat politics lead to frequent mini-wars between tribes, assassinations, and killings. In 1678, Ningizzida attempted to eradicate this practice of fighting to secure a place on the council. This resulted in a rebellion that lasted six months. Ningizzida's government eventually conceded, allowing Nemegral to maintain the century-old tradition of battle before assuming a position among the Barbagan chieftains.
