The last government to rule Malad-Mîn was the Khazir-Mizir. The administration was led by two groups of clan chieftains, akin to an oligarchy. Approximately 20-30 clan heads served as the lower legislative chamber of Khazir-Mizir. The upper house was directed by 4-6 leaders from the most prosperous clans. The government was intricate for the era. Stagnation in reaching decisions was prevalent, caused by blocs of clans uniting to obstruct passage of upper house edicts.
