Runax Chenkhar is the governing body of the city-state Shiz-Abscis. It is presided over by a leader bearing the esteemed title of Azimuthal Potentate. This revered individual hails from a prominent family that administers the city for a period of five years, after which a new contest is held to determine the next leader.

Every five years, the government undergoes a period of turmoil. This upheaval arises from a contest among the prominent families as they jockey for supremacy. The next ruling family of the city is determined by an engineering contest, with the one that produces the most beneficial public works being selected to govern for the subsequent five-year term. The turmoil stems from the contestants actively sabotaging each other's works and doing whatever they can to emerge victorious. It is not uncommon to witness a period of internecine conflict following these successions. The conflicts ensue over who in the family will be the voice of the nation and assume the title of Azimuthal Potentate. The familial discord often originates from adopted family members, typically those brought in for a particular expertise in engineering and solely for the purpose of winning the contest and seizing the government. Occasionally, as in the case of the Azimuthal Potentate Goulnax, the leader is even retired by their own full-blooded kinsmen.
