The constitution of the Orchish Empire is known as the Emperor's Law. These extensive legal codes, spanning more than twenty comprehensive volumes, serve as a clear testament to the emphasis on law and order that permeates the Orchish Empire.
The penalties imposed by the law are severe, as is the strict rule of the Orchish Empire. Rallies or public outcries are ruthlessly suppressed by the ruling authorities. Slavery is widespread, debauchery ever-present, assassinations occur with alarming frequency, and torture is all too commonplace. Yet, if such actions fall within the confines of the law, then no harm is deemed to have been done.
The majority of the population and leadership within the Orchish Empire adhere to the tenets of lawful evil. Individuals are willing to trample upon their own kinsfolk in order to attain positions of authority and influence within the Orchish hierarchy. This ruthless pursuit of power is the fundamental tenet of lawful evil.
For order is the means by which each group is properly situated within the cosmic hierarchy, ascending from the lowliest to the mightiest. The notion of "good" is often employed as a pretext to uphold the mediocrity of the collective and subjugate the superior and more capable. In contrast, the acceptance of lawful wickedness enables each faction to establish its rightful position in relation to others, serving the stronger while being served by the inferior.
