The Council of Stone serves as the governing authority of the realm of Rilirthad. It consists of twenty esteemed Dao senators, each commanding a sizable staff of specialized genies to carry out various duties. These genies include administrators, deceivers, harem servants, warmongers, slayers, messengers, miners, and numerous other roles, all subservient to their respective Dao senator.
Dao Khan
Dao Khan is the title bestowed upon the autocratic ruler of Rilirthad. This Dao Khan is assisted by the esteemed Council of Stone.
A dozen guardian genies serve as the Dao Khan's personal bodyguard. These mystical beings are also his most trusted advisors, holding the ear of the Khan. The practice of castrating them originated with Rilirthad's inaugural Dao Khan, Sal'rurg the Castrated. This ensures the dao remain focused on their duties, rather than indulging in the pleasures of the Khan's vast harem.
The formidable slithermorphs, creatures that shift between black pudding and lizards, enforce the Khan's will. These assassins stalk the back alleys of Rilirthad's strongholds, traversing the numerous dominions along the Khan's Passages. These beings are a creation of Drachmon, a deranged experiment that infused his blood into colossal Underdark lizards.
