Sillutho was established by Tragaran pirates under the command of Admiral Sindab. This pirate leader preyed upon the very people he had once protected as an admiral of the Burterinii navy. He constructed a base on Hargul, utilizing this location to launch raids against the coastal settlements of Gulimbor. In the Year 413, the Burterinii navy and marines assaulted Sillutho, but were repelled and suffered devastating losses in both personnel and ships. Fifteen years later, they attacked again and succeeded in capturing Sillutho.

During the Conclave War, numerous refugees from the mainland came to Sillutho. They remained here as the lands and seas became wracked with magical storms. These storms were part of the Gulimbor Cataclysm, which occurred between 996 and 1203. Over the subsequent decade, the refugees and other Sillutho citizens were transported northward to new settlements established in Ma'Ohari.
