The city administrations of the Orchish Empire and their bureaucratic systems maintain their own spy networks, guilds, and agendas. These municipal governments serve as a miniaturized replica of the High Command. A selection of their agencies is provided below:
The Waste Management Bureau
This department regulates the waste generated by the municipality. They preserve the sewer system and oversee operations conducted underneath the city.
Brewery Bureau
This bureau oversees the distribution of alcohol throughout the cities. They strategically reduce prices during periods of conscription and armed conflict.
The War Department
This bureau undertakes garrison, escort, and patrol responsibilities in addition to conscription duties.
Police Nexus
This department safeguards the populace from criminal endeavors, pillaging, wanton devastation, and other disorderly conduct. It is not unprecedented for law-breaking entities to be apprehended and subjected to servitude or even summarily executed.
