Wand of Flay

The Wand of Flay is an obsidian wand inlaid with High Orc runes that bear the chilling inscription "rend flesh". The item's tan beam causes the victim's skin to violently peel away, and also induces rapid evaporation of moisture from the struck creature. To activate the wand, the user must make a ranged touch attack (+3 to hit), and the target then suffers 2-12 hit points of damage per round until a successful Will save (DC 17) is achieved. The wand possesses 40 charges and is rechargeable, and its use is restricted to arcanists alone.
