For centuries, this fjord served as the hideaway for pirates, bandits, the lair of harpies, dragons, and a multitude of other creatures. During the Lith-Crillion Era, Varelay dispatched settlers to the Hells Womb region. Accustomed to jungle-like conditions, the settlers were Yuan-ti and their Varelay demon overseers; however, the overseers never survived the journey, each one eliminated or cast overboard by the crew.

A modest village emerged amidst the caves and rugged terrain of the region. By the Horgon Era, the locale had been forsaken in favor of the more prosperous yuan-ti settlements sprawling across the jungles of Saknussem.

The once-dominant yuan-ti civilization in the region had diminished to small clans by the time of the Great Exodus, their once-grand cities now abandoned. The period spanned from 998 to 1017. The Rat fjord transformed into a nesting ground for predatory birds and a haven for pirate bases that targeted the nascent empire of Kal-Oni, rising in the east.

After the Council of Bile rose to power, the fjord was dredged to allow ocean-going vessels to enter the Foronir river. They, together with Paradomea, which dominated the eastern side of the fjord, constructed numerous towers and fortifications throughout the region. The area was so heavily fortified that during the Black Tide War (1465 - 1486), it was prudently blockaded rather than directly assaulted.
