The Tragaran tribe of Thaoun, primarily fishermen, founded the fishing village of Sourm-Gar. As the population grew, the families of this tribe became the settlement's leaders and eventually gained nobility status at the start of the Horgon Era. When the Cal-Thaoun Dynasty was established, the close-knit Thaoun families were honored with one of their own being placed in charge of the nation's affairs. It was agreed that this ruling privilege would rotate among the families, but the Cal-Thaouns maintained uninterrupted control for the next seven centuries.
