Structure
- Council of War: During armed conflicts, this department assumes primary decision-making authority. It is composed of the senior-ranking admirals from each Elderaunt tribe.
- Tusk Executive: In times of peace, this leader serves as a symbolic and ceremonial figurehead. The office is held for two years and rotates alphabetically through the tribes.
- Nibar Mâru: This is the colonial department. It focuses on expanding trade and civilization into less privileged areas, an effort often viewed by outsiders as imperial exploitation. In 1017 with the capture of Salandirik, long coveted, the Nibar Mâru declared - "for the sake of commerce, the safety of the straits, and the advancement of civilization."
- Kriav Mâru: This department manages internal affairs, including economic policy, infrastructure development, and social services within Ivory Asylum.
- Swarvan: The Swarvan Department is entrusted with covert operations, intelligence collection, and internal oversight of Ivory Asylum.
