The Malreeth are the clandestine enforcers of the Council of Bile. This government entity was established by a kenku known as Colonel Saugwillow, a former Realm Stalker.
In the early days of the Council of Bile, corruption within the government was widespread. Colonel Saugwillow petitioned the Council to establish a secret police force to control the corruption and monitor the activities of the populace. He argued that kenku were unreliable as soldiers, and their innate tendency towards theft, trickery, and scams could be better utilized in clandestine operations. The Council granted his request, and within a few months, corruption declined, the treasury grew, and the Malreeth became one of the most feared forces outside of the army. Much of the Malreeth's fear factor stemmed from their stealth and ability to seamlessly disguise themselves as other creatures.
