The demise of Kal-Oni (1016 - 1266) gave rise to the thriving city-states of Scartaris and Paradomea in the east, while local warlords and ancient military orders emerged in the west. The lands west of the Foronir River, encompassing vast pastures, sweeping vales, the riches of the icy north, and the gemstones and spices of the southern jungle, became the most perilous regions of the former empire. The most persistent of these threats, both then and now, are the ice trolls of the Gelugon Range, the restless firbolg tribes of Hengorek, and the Yuan-ti and other horrors creeping out of the Jungle of Saknussem. The fall of Kal-Oni exacerbated the problems with the native populations, leading to the rise of petty fiefdoms in remote areas, the overrunning of others by savage invaders hunting the remnants of the fallen empire, and the watchful presence of old and upstart military orders in certain regions.
The fortress of Drakhôr became the power base of House Bile in 1267. Tasked with ensuring regional stability, the Biles formed alliances and battled rebel forces for over a decade. Certain parties, such as the Merchant League, prosperous commercial rivals from the east, were accused of prolonging the conflict for their own profit.
In the year 1279, an alliance of four military orders, which would later become the Orders of War, was formed under the leadership of General Rozol Bile. Asserting triumph and unified command, on 1 War March 1282, Rozol Bile, as the head of state, founded the Council of Bile.
The empire's four principal religions include two that venerate war and strife, namely the Church of Ares and the faith devoted to war and pandemonium under Krak-Oth. Conversely, the Church of Bahamut and the religion of Hades predominate in the empire's western regions.
Architecture
The Council of Bile constructs imposing monuments like the renowned Valor Shrine, honoring those who have perished in courageous battle. The empire's formidable fortifications feature layered defenses, boasting massive lava stone walls and towers that serve as observation outposts and aeries for their aerial predators.
