Late in the Horgon Era, the Draguron Syndicate gazed westward across the Rute into the hills of Esto'khar. They sought access to the region's abundant silver and platinum mines. The native tribes, led by the powerful Itu Esto'khar, had long made it clear they were unwilling to trade their resources with outsiders. Driven by profit margins, the Syndicate established Dragur as a forward operating base, effectively declaring war on the Itu Esto'khar. With Cloud Citadel buyers offering four times the market rate for silver and platinum ore, the ensuing Esto'khar Conflict (1633 HE - 1801 HE) proved highly lucrative, generating sixfold returns on the war's costs.

Dragur was named after the founder of the Draguron Syndicate, Dragur Morerenne.
