In the Horgon Era, after Râpha-Sûn was freed from Abâthigûr (862 HE - 1011 HE), trappers, loggers, and miners began establishing their presence in the Vale of Gul. This area, loosely claimed by the fey, wood elves, sprites, thorns, wood woad, and satyrs, had no permanent settlements. Recognizing that their aggressive neighbors' laws dictated control based on permanent settlements, the newcomers built Norilenwen. When this proved insufficient, they united under the Ethenoran Confederacy on 19 Brighstar 1145 HE. In the years that followed, Râpha-Sûn respected the rights of the valley's united inhabitants.

In the Holentur War (210 - 222), Râpha-Sûn engaged in conflict with the Ethenorans. Their Spiritual Council made numerous overtures to their adversaries, but were refused peace unless granted complete ownership of Holentur's adamantine mines. Given their profound spiritual connection to this region, this demand was declined; akin to the bond between a dryad and its designated tree, the fey of Holentur were spiritually tethered to the surrounding woodland. This mystical link enabled them to navigate the forest with the agility and finesse of an accomplished druid.

The confederacy's downfall occurred in 222, when Holentur, the very core and vitality of the alliance, was seized.

The mighty Ethenoran empire once dominated a vast territory extending from the bustling city of Holentur to the expansive shores of lake Waloom. Although this vast realm was only loosely governed, with local authorities often managing affairs independently, Râpha-Sûn's war council skillfully leveraged ancient Durkoth military strategy to maximize their advantage.
