The Drugnod Dynasty enacted a government policy known as Order 3C, aimed at curbing the nomadic ways of the tribes inhabiting the Northern Hordelands. The constant movement of these tribes from one area to another had long been the cause of unending conflicts. This tradition of visiting the war shrines and other monuments dating back to the Horgon Era was deeply ingrained in their culture. Despite the crude construction of these shrines, they served as the foundation for tales and legends recounting the battles against the icy legions of the Glangveif Empire during the period spanning from 314 HE to 31, as well as the savage hunts inscribed on the Story Pillars of Kennel.

Under the guidance of the Kashu'khas, the Drugnod family, and Empress Gaufthaur, a territorial policy was established for each tribe. The nomadic tradition was curtailed and eventually halted. Territorial boundaries were delineated such that the majority of cultural shrines and war monuments were situated on the borders of tribes and declared neutral zones.

The reign of the Drugnod Dynasty in the Northern Hordelands was a time of intellectual and cultural renaissance. With robust commercial activity and minimal instances of pillage, the dynasty accumulated the necessary resources to establish a substantial permanent military force.

By 556, the majority of tribes had carved out their respective domains, tenuously adhering to the dictates of the empire.
