The Suellk Empire, governed by the mind flayers, has a republic-like system that seeks counsel, advice, and recommendations from its elder brain - the empire's central mind flayer leader capable of telepathically linking with any of its illithid subjects, ultimately guiding the nation with absolute authority.
Many of Eld'ri'suel's offices predate the Suellk Empire. They were established during the ascent of the illithid city-states on Ráglauth. The city-states possessed comparable versions of these offices, occasionally with divergent nomenclature.

Creation Creed
The Creation Creed is a department responsible for obtaining technology, conducting research and development, and fabricating gadgets. Two of their most renowned accomplishments are the Silver Mirrors and the creation of the Dromite race.
Psyche Intake
The Psyche Intake division holds the responsibility of ensuring the brain-stock is sufficient to meet the illithid's needs for optimal health and sanity. The head of this governmental department bears the title of Thrall Minister. Prior to the ascendance of the Suellk Empire, there were eight such officials, one in each of the illithid city-states of Ráglauth. By the conclusion of the Flayer Wars ( 1943 LE - 1968 LE ) , the department was streamlined and consolidated, becoming one of the many divisions within the Suellk Empire.
The thrall population in all our cities is steadily declining in health and numbers. Without a new populace of thralls to up-breed to, our species will persist on this trajectory of diminished psyches and diminishing litters. Our Thinker Creed has devised the most evident solution - to endure, we must acquire the thralls of the other city-states. I perceive that some of you are already cognizant of this necessity.
