In the early First Epoch, multiple parties vied to claim sovereignty over the islands and shallow seas of Iron Bottom. An oversight board was established to handle disputes, ensure common defense, regulate trade, enact laws, and deal with any who sought to place the region and its riches under a single banner. Until the rise of the empires of Ba'lith (817) and Ivory Asylum (921), the board represented the interests of Tritons, Tragarans, Elderaunts, and others hailing from places like Merorarg, Selûn, and Orra.
The organization presently manages matters of maritime trade across an expansive domain, with a dozen empires and city-states signatories to its established charter.
