The Rat Swarm serves as an umbrella organization for cults, guilds, and criminal enterprises. Their headquarters are situated in the city of Neguntalc. The Rat Swarm is a malevolent organization with business interests spanning a vast region, some claim even reaching the four corners of Midrêth. They have orchestrated the assassinations of countless dignitaries and influential figures. The Rat Swarm takes pride in their nefarious activities, including extortion, prostitution, slavery, black market operations, thievery, and other villainous deeds.
The Rat Swarm is led by intelligent, psionic wererat swarms. In fact, to attain a higher rank within this organization, one must become a Wererat.
In 1661, the organization's Grim Whisker chapter was eradicated by the Fograth. This chapter had been laboring for Defilnus, and since the majority were enchanted, they fought relentlessly in a futile effort to safeguard their employer.
In 1790, Rat Swarm was accused of assassinating the Shounejo Ambassador Li-Gin. The alleged murder was carried out in retaliation for a secret Shounejo project that involved releasing wild cats, known as "rodent-hunters," on the Dorumun Overlook island. Regarding this island as their "top nest," a place free of rodent hunters, the courts ruled on cultural grounds, clearing Rat Swarm of any wrongdoing. However, the other nations in the region perceived the High Court of Neguntalc as a mere formality; they questioned the fairness of the ruling, given that Rat Swarm controlled Neguntalc.
