Neguntalc was founded by a group of Dromite pirates operating in the Buccaneer Archipelago. In the early 800s, the location became infested with wererats. A decade later, it was being governed by them. The wererats commandeered the guilds, and some, unsatisfied with their status, turned to piracy. The most cunning of them established the Rat Swarm in 835, an umbrella organization to manage affairs between its members. Under the Rat Swarm, Neguntalc transformed into a safe haven for pirates.
Neguntalc is situated on Dorumun Overlook. The populace of this city comprises numerous traders, merchants, and bankers, facilitating a market in illegal goods, pilfered merchandise, and contraband. A vast black market thrives in this city, and its leaders offer protection to any pursued pirate ship, at a substantial cost. On several occasions, the numerous caves surrounding the Dorumn Overlook have launched cannon fire upon military vessels of the Ora Tubruš and the Holy Armada of Malacost. Attempts have been made to punish the city through naval blockades, but these have often proven fatal to the besiegers, with ships losing their anchors in rough seas, masts destroyed by high winds, and the most perilous threat being the violent storms that drive vessels onto the numerous rocks surrounding the island.
The city serves as a haven for wererats and other lycanthropic beings. It is dominated by the Rat Swarm, an organization involved in a diverse array of mercantile ventures, thievery, assassination, and other unlawful pursuits. Alongside the numerous wererats inhabiting the city, foreign merchants frequently pass through, and pirate vessels with their lively crews populate the harbor and dock-side taverns.
The city can be accessed by sailing through four sea caves. These causeways lead into an expansive sea lake, several miles long and a mile to two miles wide. This area encompasses a sizable port, capable of accommodating over 200 vessels. The city rises from the sea and up the cliffs behind it. These cliffs feature carved shelves, cut 200 feet into the rock, housing the streets and buildings of the city. The island's interior is hot and humid during the summers, but a pleasant and cool refuge in the winters. The more affluent city dwellers have cottages and dwellings on the upper areas of the island, benefiting from the cooler breezes of the Pearl Sea.
The southern region of the island hosts fields cultivated for crops, vineyards that yield exceptional wines, and several cottages that provide rest and leisure. Many of these are occupied during the cooler seasons by eminent individuals and their entourage of agents, who come here to unwind and gather intelligence from the numerous vessels that frequent the area.
