The Goblin city-state Nemebhox is situated in the eastern fringes of Aettein. This ancient place was founded during the God Era by goblin soldiers serving under the angelic general Niruš. This angel favored the bow, hit-and-run tactics, and long-range reconnaissance. He trained a goblin army, one that nobody else seemed capable of keeping in line, in these same tactics. When the demons were rampaging during the Demon Spawn War, Niruš's Orulûn Division specialized in long-range operations, employing dire wolves and dire boars on these hunts. The demons greatly feared and respected the Orulûn Division, and some of the captured goblins were sent back to the Abyss, where they were cast into spawning pools - giving rise to the first Arrow Demon.

Most goblins of Nemebhox, possibly all, descend from those who fought in the Demon Spawn War under Niruš and his goblin army. For goblins, they exhibit a degree of sophistication and equanimity surpassing that of their kind. Moreover, those belonging to the bloodlines that served in the Orulûn Division are universally non-evil. This divine attribute stems from their proximity to Niruš and has persisted through the generations. As attested by a foreign goblin who visited the region in the Second Epoch:

The goblins of Nemebhox differ vastly from the common goblin. They do not universally prioritize self-interest. Some will pay you little mind, yet refrain from harming you. Remarkably, a select few possess the virtue of the most upstanding paladins of the Lands of Purity. As an ordinary goblin, I could scarcely endure Nemebhox for more than two days. I slept in the hills and conversed with passersby on the trade road - pickpocketing a few feeble individuals, yet at least here, away from Nemebhox, I could compile my accounts and fleece the foolhardy.

Nemebhox's architecture is heavily influenced by the angelic holds of the Demon Spawn War. The sharp yet graceful designs of its buildings, along with their cleanliness, make it one of the more aesthetically pleasing cities in the northern regions of Brucrumus. Nemebhox is situated on the northern descent of Orulûn. The eastern edge of the city is a cliff that rises 100' to 400' above the Jhernarth River. The city has a port built beneath this cliff, extending for a mile. Due to the river's strong current, there are no port areas along the cliffs.

The city houses goblins, expatriates of the Khazarkar Empire, halflings from the Seven Vales, and a small elven community tracing their lineage to the Kingdom of Ithengee.
