Savagor began as a cult devoted to the demon lord Baphomet. It emerged during the Demon Spawn War, founded on Baphomet's passion for the hunt. Baphomet would venture into the wilderness on prolonged forays, tailing hunting parties in the guise of a beast. At times, he would bite a straggler, infecting them with lycanthropy. In other instances, he would slay an owner's bloodhound, taking its place. In this role, he would assist the prey, prolonging the hunt for as long as feasible. There were occasions when both the prey and the hunter perished from sheer exhaustion. By the time Baphomet's activities became known, he had bitten and infected numerous individuals with a demonic strain of lycanthropy. The infected invariably became shifters inclined towards chaos and evil, with wererats and werewolves being the most common. During the Demon Spawn War, Baphomet wielded a powerful magic item called the Shift Tome, which enabled him to visit distant lands and wage his unique form of warfare across many regions of Bal-Kriav. Today, most of these regions harbor a group dedicated to upholding Baphomet's ideals of the hunt and propagating his influence.

From 934 to 1056, Savagor was a member of the notorious criminal organization known as Bralda-Balc. During this period, the widespread presence of wererats in Paradomea City, Undercity, and the Buccaneer Archipelago was often blamed on their biting. It is commonly believed that Savagor's wererats sought to propagate their kind more than any other lycanthrope type. As part of Bralda-Balc, Savagor adopted a more scientific approach to increasing their numbers. After studying the Lab Journals of Neld Rac and seemingly disregarding its religious ideals, they initiated various projects focused on bestial creation.

In 1201, Savagor joined Entropy as a separate division, the "beast division". They pursued this endeavor for financial gain, as well as the hope that the resources of a larger organization would assist them in achieving their objective of creating something from life energy. This goal came to fruition on 14 Temporal 1300, with the creation of a specially enhanced ogre they nicknamed "Skullcrusher". During the First Ogre War (1505 - 1511), Entropy's beast division profited substantially by selling Skullcrushers and war trolls to those battling the Orchish Empire.

In its nascent stages, Baphomet's sole purpose for this cult was to be a mortal organization sowing discord through random beast attacks. As other demon lords began amassing divine power, he grew determined not to be left behind. Baphomet eagerly embraced the cult's advancement to the next level, one that championed his ideals and garnered devoted followers. By the Second Epoch, Savagor's tireless efforts were instrumental in elevating Baphomet to the ranks of the Higher Powers.
