The citadel of Nechâr, constructed by the Covenant during the Creation War from 1486 DE to 8777 DE, is a formidable structure built with blocks of quartz and inscribed with potent sigils. Vast in scale, it provided shelter for creatures as massive as dragons from the primordial bombardments. It served as a critical sanctuary where the Covenant's most valuable assets received medical aid, respite, and resupply.

The echoing halls of Nechâr have changed hands many times since the Creation War, and today they are home to thousands of Werebear. This warrior people, backed by druids and shamans, maintain organized defenses and relics of an ancient war. For three centuries, they have held Nechâr, resisting attacks by dragons, giants, lowland rivals, and rogue primordials escaping the wastes of Regadnîn.

Nechârs Shield, the city's outer rampart, extends for a thousand feet and features twenty openings capable of discharging massive projectiles that could cripple a giant. These siege defenses, once used as sally ports in times of war, now serve as the dwellings of the lowest werebear clans. Beyond the rampart, four ancient fighting decks stand guard, with two laces housing fifty-foot-high arches that during the Creation War accommodated very large air units. Surrounding this area, jagged spires, multi-level towers with fighting decks, and massive barbed nets still restrict the movement of those seeking to enter the city by air.
