The forces of the Abyss that opposed the Quara'tun Covenant in the Demon Spawn War were known as the Abyssal Hegemony. Unlike their adversaries, the Abyssal Hegemony lacked any semblance of organized hierarchy in their leadership. Instead, it was a chaotic conglomeration of individual commands, each serving the interests of a particular demon. Alliances between these factions were fleeting, forged only when mutually beneficial, and easily broken if one side emerged significantly weakened from a battle, falling victim to the superior might of their former ally.

Frequently regarded as the strategic intellect of the Abyssal Hegemony, when discussing the conflict that came to be known as the Demon Spawn War, Graz'zt once stated, "We must act with haste in this matter, not lingering as the primordials did in their Creation War."

The forces under the war's demonic overlords were so vast in number that the loss of entire armies was frequently of little consequence. The prevailing attitude was that they were disposable, as there were over six hundred worlds from which to draw, and an endless supply to fuel their war machines.
