The Civilization Planning Division, or CPD, was a division of the Nawirrûs Covenant and later the Quarat'un Covenant. The CPD was tasked with examining the side-effects of the Creation War (1486 DE - 8777 DE) and those of the ongoing Demon Spawn War (89 GE - 269 GE).
The CPD and their cleaning crews were tasked with restoring the aftermath of two monumental wars, one spanning millennia and the other centuries. They assessed which objects and entities required either cleansing or removal.
Cleaning might involve the elimination of excessive entropy energy from a specific region, whereas removing could signify the confinement of a malevolent entity within the Prison Continent or potentially in a distant location.
