The initial Archangel was a Covenant general named Takarrûs. He conceived a system of Angel Ranks that granted authority and esteem to those committed to the cause. The pinnacle of this hierarchy is the rank of Archangel, just below the status of Cult Power.
One does not instantly become a Higher Power with a mere snap. Rather, they must amass a certain number of devoted worshippers, the essential fuel, and then undergo the process of Ascension as judged by others. Whether it be The Balance or another faction, one can attain this esteemed status either through political influence or by vanquishing a fellow Higher Power. The latter method is known as the Rule of Divine Conquest.
The mortals among us occupy a specific position on this metaphorical chessboard. Some serve as mere pawns, while others remain entirely absent from the game. However, a select few are divinely ordained as champions, destined to engage in the celestial conflicts waged by the deities themselves.

In both the Creation War (1486 DE - 8777 DE) and the Demon Spawn War (89 GE - 269 GE), archangelic commanders led numerous armies against their primordial and demonic adversaries. Many of these renowned leaders subsequently ascended to become Higher Powers.
