When the Khazarkar Empire enslaved Imrabêl's minotaurs in 414, they sought ways to enlighten them. In 420, the Khazarkar's Department of Retooling initiated a plan to instill culture in what they considered a people just a step above beasts. They viewed the minotaurs as barbaric and chaotic, and sought to breed out what could not be taught. This included manipulating their Energy Composition, removing chaotic leanings. They were also compelled to use Nidurrâb, the language of their Khazarkar masters. After a couple of generations, the minotaurs' old language, Abyssal, fell into oblivion.
The selective breeding of the minotaurs provided the foundation for the Khazarkar Purity Edict enacted in 975. Similarly, the Minotaur Cultural Edict is frequently said to be modeled after the practices of the Furrouth, who swiftly advanced the Khazarkars of Maenedhel.
