The Khazarkar Purity Edict was enacted by Queen Dras'ee. It was based on a similar practice used on Minotaur slaves under the Minotaur Cultural Edict (420 - 796).
Against this practice, when the Eldritch Conclave ascended to power in 993, it was halted.
In 1060, following the Pharzîmrâth's consolidation of power over the populace, the Khazarkar Purity Edict was reinstated. Consequently, the Khazarkar are of pure lineage, akin to the unblemished essence of a true dragon, untainted by the mingling of Creation, as the Phâte Ubrî have professed persuasively for the past nine centuries.
In hard-liner Khazarkar regions, their laws and culture strictly prohibit interracial relationships. While relations outside of one's caste are permitted, they remain uncommon. Offspring born to parents of differing castes must adhere to the higher caste. Should a child be born into a lower caste, they face either execution or exile. In the latter case, these individuals typically end up as orphans in the city of Khimilêth.
