Officially known as Phâte Ubrî, or Section 7, this agency is one of the most longstanding government divisions of the Khazarkar populace. Its primary objective is to preserve Khazarkar cultural traditions.
In the Domination Wars (995 - 1016), the First Khazarkar Empire was under the leadership of a magocracy. It is widely believed that the Phâte Ubrî were the instigators behind the wars, with the Eldritch Conclave acting as the executors of their plan. In this conflict, as they have always done, the Phâte Ubrî remained discreet, propagating Khazarkar ideals and the supremacy of their people, serving as evangelists for Khazarkar purity. Normally, such sentiments would be tempered by more moderate voices, but with power-hungry mages in charge and tasting the power of the Web, they adopted a xenophobic approach to the wars that led to the Great Exodus (998 - 1017), and resulted in the reckless use of magic that tore holes in the Web of Magic, causing widespread destruction of the Gulimbor landscape and its peoples.
The other designation for this agency is the Department of Retooling. This is how most non-Khazarkars perceive it - retooling captured peoples to suit their new masters and aggressively promoting Khazarkar culture. The Minotaur Cultural Edict (420 - 796) and the Khazarkar Purity Edict are two of the agency's more widely recognized policies.
