The Virkning Pact was forged by 14 humanoid groups from the western tracts of the Elephant Backbone. Early in the First Epoch, earth giants, mountain giants, goblins, orcs, and other humanoid races united to coordinate attacks on the holdings of Akthol-Tharag. The driving reason for their hostility was the grandeur and plunder possessed by those dwelling in the ancient sanctuaries of the gods. This is not an exaggeration, for during the Creation War, Akthol-Tharag's capital served as an impregnable bastion for great angels, heroes, and others serving the Nawirrûs Covenant.
In the year 198, the Virkning Pact ignited the Virkning Rising. This was a ruthless conflict, nearly precipitating the downfall of Akthol-Tharag. Despite losing nearly half their populace, the dwarves prevailed through the twelve-year war. Driven by grit and tenacity, the people of Akthol-Tharag outlasted the humanoids of the Virkning pact. In 209, internal strife within the pact resulted in its dissolution.
