In 1827, the Drachdekai Pact initiated attacks on the city-states of Orachan. Pact member Ba'lith deployed its navy to blockade any relief efforts from Ivory Asylum. The city-state of Isumbras was the first to fall, succumbing to the violence and plunder of the Fifth Suellk Invasion, ceasing to be a home for halflings and Elderaunts. Ba'lith seized control of the city's extensive tobacco plantations and established a garrison. The takeover proved costly, however, as the displaced halflings now wage a guerrilla campaign from the hills and Underdark, burning tobacco harvests and disrupting overland trade.
Before the city's downfall, it was home to approximately 65,000 inhabitants. The populace of Isumbras were frequently referred to as Tobacco Monopolists due to their overwhelming dominance of the tobacco trade, which was overseen by a syndicate government of tobacco merchants. Prior to becoming a stronghold of Ba'lith, the principal religious institutions in Isumbras were devoted to Avandra and Phalgas. Under Ba'lith's rule, these were demolished and replaced by the Church of Asmdoeus.
