Near the conclusion of the First Epoch, with the establishment of the Witch Horde, the Githzerai of Kuli-Cir were compelled to depart from an area that had been their home for a millennium. They abandoned Ara'rya, Osar'ged, and the other monastic strongholds of Kuli-Cir, places that since the Demon Spawn War had trained thousands to become monks, martial artists, and psionicists. Forced out by their long-time allies, the neighboring Theegans, the Githzerai retreated to the sanctuary of the sacred mount Achamâz. The custodians of this place, in an exceptional act of benevolence, permitted them to establish their dwelling in the plateau's southeastern spur.
Ithilmar is carved by numerous cascading waterfalls and serpentine canals. Towering solitary peaks loom behind these, adorned with sacred shrines and places of introspection. The city below revels in the prosperity afforded by its lucrative mining industry. Its forges are renowned for crafting exquisite chainmail armor, scimitars, daggers, and javelins. Ithilmar perpetuates the hallowed Teachings of Kul-Cir, instructing and training warriors of the fist, mentalists, and those pursuing enlightenment. The city's healers are acclaimed for their unparalleled ability to cure insanities and other afflictions of the mind.
The independent city-state of Ithilmar boasts Kugirmuk as its foremost trading partner. The region's most lucrative export is the abundant coal sourced from Khazur, an asset so plentiful that the Divine Empire subsidized the construction of a railway ascending the cliffs beneath Ithilmar.
Adhering steadfastly to the decrees of Achamâz's sentinels, Ithilmar is the exclusive domain of the Githzerai. While other peoples may visit the city, their stay is limited to no more than three days.
