In 1019 HE, the Hydrocur hastily departed the Necrocrypt isles. Once enforcers for the Durkoth, they boarded their aquatic vessels, voyaging northward to the bays of Izagunbar. In the depths of Ginnoth, they established the settlement of Bue'kaa.

Bue'kaa lies five hundred feet beneath the water's surface. In addition to numerous water-filled areas, the location boasts an array of air-filled chambers and passages. During the Horgon Era, these were utilized by the builder's "landlubber" minions and subjects. The source of air for these spaces, as well as the overall circulation, originated from pipes and passages connected to Tua'kee and vents scattered across the slopes of Kjar-Eysa.

For six centuries, Bue'kaa was the heart of Hydrocur civilization. They were a people determined to reestablish their role as overseers of others. They required subordinates to serve as their warriors and laborers. They perceived numerous flaws in those around them, so in the city's undersea laboratories, they utilized components from the Shiphis Helas, such as hibernation bays that had once protected the ship's passengers, and ancient primordial devices designed to harness life energy, along with other items described in the tome Maurgîn-Hîr. It took three centuries, but on 11 Bliss 1285 HE, Bue'kaa's laboratories created the Elderaunt race.
