The Salbâth Insurgency arose in the aftermath of the Khazarkar Empire's conquest of Gilraen in 1421. The new overlords prohibited the worship of any deity other than Set. This Pharzîmrâth decree was a religious edict enacted by Imruk Sapthiladân, the reigning Setarch of the Khazarkar Empire.
Those in Gilraen, now a Khazarkar vassal state, who did not wish to submit to the empire's sole religion and pledge allegiance to their new masters, ventured eastward into the Salbâth valley. They subsisted through banditry and covert aid from the Eldritch Conclave. This assistance signaled that the empire's longtime adversary was preparing to engage them once more (cf. Eldritch Civil War).
For decades, the Kriavfahliil of Salbâth, once city-dwellers of Erchinor, proud worshipers of Arcana, lived like bandits, raiding an occasional convoy or waylaying travelers. The Khazarkar Empire would then ride off to punish them. These were hazardous missions because the beauty of the place from afar is far different down below, it is a rugged terrain cut with streams and sharp hills with the possibly of a predator on the other side, then there are poisonous gas vents, which are near invisible, and countless places to hide from a stalker or prepare an ambush. Kriavian elves in Khazarkar cities say their "fugitive" brothers in Salbâth have regressed to the state of wood elves.
The Khazarkar Empire has endeavored to establish outposts and fortifications in Salbâth, yet their efforts prove short-lived. Inevitably, these structures succumb to what were once several thousand outlaws centuries ago, but now number closer to 30,000, or potentially twice that figure. They reside in mountain strongholds or amid subterranean mazes that function as diminutive settlements or bulwarks. The majority continue to venerate the Goddess of Arcane.
