Ophudehk was founded by aboleth escaping the genocidal campaign launched against them by Oomkaan. For long, Oomkaan's Kuo-toa had forbidden the presence of aboleth in their city. Seeking to bring the other city-states of Blibdoolpoolp Bosom under a single rule, Oomkaan instigated a war with Blipool and Moolowik. The basis of this conflict was the "bogey-man threat" posed by their minority aboleth population. Being a highly intelligent race, the aboleth served as thinkers, specializing in mathematics, medicine, and other advanced sciences. The fact that they did not worship any gods was another reason for the conflict. Some even claim it was Blibdoolpoolp taking revenge on the people that created her.
In 980 LE, Ophudehk conducted a study of Sathubas's water table. They determined that the three aboleth city-states would reach their maximum sustainable population in five centuries. Ophudehk devised a plan to siphon off some of the water from above, re-channeling it downward to Sathubas's ponds, streams, and lakes. In areas of Imgangreth under the control of others, they carried out this plan discreetly and to a degree that would not draw excessive attention.
As the Lith-Crillion Era drew to a close, the great lake surrounding Ophudehk had transformed into a veritable sea, submerging numerous caves and tunnels beneath the rising waters. Observing the gradual encroachment of the tides, many of Sathubas's non-aboleth inhabitants hastily relocated to drier lands. The holdouts, with the lapping waters now reaching the very edges of their settlements, became easy prey for their aquatic adversaries. In the city of Akalgas, the rising water table was held at bay by an ingenious system of water wheels and canals known as the Akalgas Wheel.
