The Felakgathar Contract was a deal between Danzar-Khâl and Surtur. In exchange for his freedom, he would utilize his influence and abilities against those he was once allied with or associated with during the Creation War. This contract remains in effect today, with Surtur's minions aiding in the guarding and patrolling of Felakgathar, Malurn, Azurâg, and portions of the prison continent of Denerra.

Section 1, Surtur, dispatch your subordinates to safeguard Felakgathar from the primordials and their minions imprisoned beneath and within Malurn.

Section 2, seal off Cruharr and refrain from reopening the area. Liberate the Azer and allow them to roam freely as they desire.

From Surtur's perspective, he had no choice but to accept this arrangement. He stood no chance against the mighty host that came to Svaer Hodgrolf. Even his old accomplice from the Creation War, Geb, was aiding his former adversaries. Surtur accepted the deal not because he was backed into a corner, but because he could greatly benefit by remaining in the realm of mortals and perhaps becoming one of these "gods" himself. For Danzar-Khâl's part, he knew that Surtur stood to gain more by accepting the deal than by fighting it out and being driven back to Chaos, killed, or entombed for eternity in a place like Denerra. The goal of Danzar-Khâl and the other gods who conceived this agreement can only be speculated, but it likely involved having a former enemy on the inside of any future primordial machinations.

Theologians who have studied the Felakgathar Contract assert that only Danzar-Khâl and Surtur signed the agreement. Other deities and angels likely assisted in crafting and upholding this contract, but due to Surtur's temperament, they sought to portray it as a pact between peers.

Habanin, formerly the High Theologian of Thrakopolis, claimed that the gods and angels abandoned their pursuit of Geb and Surtur because the latter were either too elusive or powerful. While it is true that they were adept at evading capture, this dynamic shifted when Geb was "convinced" to assist Danzar-Khâl and his army in striking a deal with Surtur at Svaer Hodgrolf. Some have speculated that Habanin's writings were biased at the time due to the near-war state between Burterinii and Goth-Dyvermoir. By omitting the details of the Felakgathar Contract, Habanin sought to avoid escalating the situation and potentially inciting a full-scale war.
