This was an order issued by the legislative branch of the Nawirrûs Covenant. It was commonly referred to as PIIL, meaning Primordial Indocrination Imprisonment Liquidation. The Creation War, spanning from 1486 DE to 8777 DE, led to the establishment of extensive legal codes and bureaucracy. Rules were defined regarding the treatment of captured primordials and their minions, who were categorized based on their level of danger. Many were imprisoned in high-security vaults or confined within the land itself. On the world of Bal-Kriav, the continent of Denerra is believed to host the greatest number of high-security prisons.

The indoctrination phase of PIIL involved less dangerous primordial minions undergoing a process aimed at severing any direct connection between them and Chaos. This endeavor also emphasized the fact that they had been defeated, and if they wished to remain in the Mortal Systems, they would be dispersed far and wide from their military comrades.

The final stage of PIIL was liquidation. This measure was reserved for those deemed too dangerous to be kept confined. An intriguing point is that certain Covenant leaders, particularly Bal-Kriav and Athena, refused to carry out these liquidations. In such instances, the prisoner was instead transferred to other authorities with fewer reservations about eliminating those deemed too perilous to leave imprisoned, where natural disasters like earthquakes could compromise their containment or enterprising mortals might devise a means of release.
