In the Creation War, the primordial lord Surtur, renowned for his "volcano rifts," established the Graer volcano. This volcanic feature served as a strategic attack point against Covenant forces defending Izagunbar. At the time, Surtur was reluctantly serving under another primordial lord, Poseidon. The Covenant fortifications of Orra were constructed to contain this threat. Many have pondered the rationale behind Surtur's decision to create a volcano in such a vulnerable location, in close proximity to the Pearl Sea.
Chaos erupted in the protest, as Graer rose up from the earth. It towered over the coastline, its vulnerability exposed against the relentless pounding of the waves.

Forces serving under the Covenant leader Bal-Kriav were quick to learn that if magic was used against Graer's sea-facing side, they could possibly flood Graer's bridge to Chaos. Completing this undermining effort took several years. On land, giants and primordial minions under Surtur contested these efforts. At sea, they were harassed by forces under the storm titan Thjorygg. Surtur and Thjorygg, often chagrined and compelled to seemingly pointless maneuvers, were perhaps the worst two to oversee the area's primordial operations. Consequently, Graer was breached. In the event known as the Graer Breach, sea waters flooded the volcano, submerging the Graer Rift under hundreds of feet of water and flooding a large expanse of Izagunbar's underside.
