Penumbra was established late in the God Era by llithids of the Ráglauth moon. They constructed a laboratory over an entombed living Primordial known as Axinite. This ancient entity served as a vast repository for psychic energy, functioning as a source for psionic leeching - the draining of mental energy from one being to restore one's own. Later, this Primordial was opened, and a crystal forge was built within its chest cavity. In this Axinite Forge, the Silver Mirrors were constructed. These teleportation devices would prove to be the salvation of the illithids, rescuing them from a starvation they had brought upon themselves.

Penumbra is also the birthplace of the first Dromites. On 22 Bloom 136 GE, similar to how psychic energy was extracted from Axinite's body, the Creation Creed took a further step, siphoning a portion of his life energy to create a new race. In doing so, Axinite planted the seeds of retribution within the Dromites. He fortified their minds with a hive mentality, rendering them immune to certain psychic viruses and, when working together, able to resist mental manipulation - a clear obstacle for their illithid masters.

When the Suellk Empire was formed, Penumbra became its capital (1945 LE - 145 HE). After intense debate in the Psycharum, the War Creed successfully argued that victory would be assured if leadership was near the action. Consequently, following the conquest of parts of Ghífthauk, the empire's capital was relocated to the captured githyanki city of Incarsabec.

In the Incarsabec Rebellion ( 1531 HE - 1544 HE ) , Penumbra was devastated by a virulent psychic virus. Unlike most other holdings embroiled in this civil war, Penumbra remained untouched by military actions. The city, never breached in their history by enemy forces, had no defense against the adversary's use of psychic viruses. These would eradicate not only every sentient being in the city, but also sweep the countryside of all intelligent life. Consequently, Penumbra and a significant portion of the entire moon became devoid of sentient life, an Eden for wild beasts and animals.
