In the Great Exodus (998 - 1017), the people of the First Khazarkar Empire fled their Gulimbor homeland. This mass migration was prompted by the Gulimbor Catacylsm, a catastrophic magical event orchestrated by the Eldritch Conclave during the Domination Wars. The Conclave's unrestrained use of magic had torn the Web of Magic, rendering the region uninhabitable. Seeking safety, the Khazarkar people journeyed northward as far as Cinazan. However, a crippling naval defeat in the Battle of Satheon severely hampered their ability to ferry and escort ships across the three seas to Cinazan's Skegjold sector. This setback eroded public faith in the empire's magocracy government, sparking an uprising backed by the Minâth-Nôrî and armies serving the interests of the gods Set and Kebechet.

In the Battle of Gonak, the Church of Set craftily withheld their forces while the other armies dispatched their troops into slaughter. Finally, recognizing the most opportune moment to vanquish the army of the Eldritch Conclave, the Church of Set mobilized their troops against their enemy's flank. The battle concluded with depleted forces on all sides except for the Church of Set. For the remainder of the war, the Church of Set not only commanded the largest army of the Khirrêth Pact, but also the most adeptly led.

By 1026, the Khirrêth Pact had amassed a substantial naval force. This armada was necessary to assault the Conclave's island strongholds and their capital city of Bandunazân.

In 1027, the Eldritch Conclave was defeated. Public opinion favored the prominent leaders of the Church. The empire's magocratic government was supplanted by the Pharzîmrâth theocracy. Church of Kebechet leaders who sought a role in this new government were sidelined or imprisoned. The Minâth-Nôrî, the customary rulers of the empire, remained cautious. They anticipated that a government founded on religion would not endure. As this system became entrenched, fortified by each successive Setarch, most of these families migrated westward with the expanding reach of the Second Khazarkar Empire.
