The Horn Tusk Conflict was precipitated by Ba'lith's burgeoning naval power. In 1015, Ba'lith initiated a covert program, sponsoring acts of piracy and other mischievous acts against their primary rival, Ivory Asylum. These activities, coupled with Ba'lith's lax anti-piracy laws in the Salzârrâk Straits, were a constant source of tension with their neighbors. Over the next seven years, Ba'lith's success fueled their desire to control the sea lanes encompassing the southern portion of the Triangle of Continents. This led to an increasingly aggressive campaign of piracy and raiding against Ivory Asylum's colonies situated along the islands of the Buccaneer Archipelago and the western coasts of Ma'Ohari. Ba'lith had its sights set on Ivory Asylum's Ma'Ohari holdings, the most significant of which was Ivory Ward, founded in 1020. Ivory Ward prospered, drawing in valuable resources from the surrounding hills and jungles, and, most crucially, boasted a deep, sheltered harbor that rendered it an invaluable naval base. In the conflict that erupted three years after its establishment, Ivory Ward would change hands numerous times. Though Ba'lith's pirate navy attempted to maintain control of this prize, they were typically at a disadvantage when facing the trained crews and armaments of the Ora Tubruš.
In 1023, Ivory Asylum formally declared war on the Ba'lith Empire. This conflict would be intermittent, characterized by reprisals against each other's interests and occasional major naval engagements in the waters that Ba'lith referred to as the Minotaur Inlet. Spanning over four centuries, it was an era of overt antagonism without any direct ground confrontations between the opposing armies.
Naval and marine actions were also fought in the surrounding waters and islands of Iron Bottom, where Ivory Asylum made moves to seize unoccupied islands and atolls. They rightfully asserted their desire for a presence in the region, intending to prevent Ba'lith from planting its own flag. Reluctantly, the tritons of Aha'sase moved in, seizing control of the area and proclaiming it a free trade zone under no national sovereignty. Since that time, the settlements in the region have grown substantially in size and population. These city-states now extend into the deep waters surrounding the islands, with the surface inhabited by landlubbers and the depths home to triton merchants, jewelers, coral furniture crafters, great fish hunters, and those who scour the seabed for mollusks and clams.
The Ivory Ward Campaign and the subsequent loss of its colonial territories to an ambitious ruler led to the signing of a peace treaty on 12 Brightstar 1467.
