In 1002, twelve families were accused of impeding the "natural" spread of the Taurquion. In their defense, the Exiled Twelve claimed that the Taurquion forest was the product of a still-functioning Lith-Crillion research center, a Pyramid of Power focused on Nature, out of harmony with the surrounding world. Cast out of the lands of the Angrod, the Exiled Twelve migrated eastward into the Tribe Steppes, enduring great hardship under Jara attacks. Two years later, they founded the settlement of Lúinwë in the Vale of Arelissë.
The government of Lúinwë, the Huor Felagund, is guided by the twelve eldest and most judicious wood elves. These esteemed leaders are known as the Twelve Immortals of Huor Felagund; each a scion of the Exiled Twelve.
Encircled by adversaries, the Jara of the western plains and the ever-expansive Orchish Empire from the east, Lúinwë is diminutive in stature, yet formidable in its capabilities. Among Lúinwë's more distinguished military assets are three primordial colossi and a contingent of 200 ghost legionnaires; when confronting grave perils, they invoke their mutual defense pact with the Ink-Shad.
Lúinwë is situated in a verdant valley known as Arelissë. The city's stone and tree dwellings are dispersed across the hills and into a rugged valley dense with vines, brambles, and generally uneven terrain. Lúinwë is renowned for its elven-crafted furniture and rare raw materials extracted from the Pirrons and the hills northeast of Nírië. The majority of the city's trade and traffic is conducted via the headwaters of the Famirótan to the ports on the Core Sea.
Besides wood elves, the city also accommodates other ethnicities. The most unforeseen of these are the Githirmil. These individuals were once citizens of the Orchish Empire, welcomed by their adversaries for their abilities and familiarity with Lúinwë's longstanding opponent.
