Founded on 22 Bloom 246 GE, after the demons had been mostly driven from the region, the settlement of Rolipoon was established by Tragaran soldiers who had once served under Lukoon. Veterans of the Krotoan, they dispatched patrols to search for any lingering demons following Graz'zt's defeat in the Tha'lith Front (153 GE - 176 GE).
In the year 9420 GE, with the aid of druids devoted to Silvanus, a project commences to push the Gurutharni jungle back behind a network of canals and farmlands. Over the course of the Lith-Crillion Era, this endeavor transforms Rolipoon into a bountiful breadbasket for the surrounding area, bestowing upon the once-untamed wilderness the gifts of stability, commerce, and culture for hundreds of leagues.
In 446 LE, the village of Thur Gilc, Rolipoon, and surrounding settlements unified under the inaugural Tragaran nation of Tilnangau.
In 944 LE, rather than witness the city's sacking by a demonic horde, Rolipoon capitulates to Varelay (684 LE - 2620 LE).
During the Varelay Upheaval, a tumultuous period spanning from 2608 LE to 16 HE, the land was convulsed by powerful earthquakes and volcanic activity, resulting in dramatic shifts to the landscape. Consequently, half of the city was submerged beneath the waters of the Styming.
Midway through the Horgon Era, an overgrown ruin known as Rolipoon became the habitation of the Lothrapha. A Vedrii tribe, occupying a city-sized, partially submerged ruin, they designated their small enclave the village of Phlem.
After the downfall of Lothrâpha, Phlem and the surrounding greater ruin reverted to being a haven for beasts and monsters. During the First Epoch, the yuan-ti dwelling in the Gurutharni Swamp and Lake Styming established their home within the ruin. Following numerous conflicts between the two factions, in the Second Epoch, Phlem became the capital of the Empire of Malshirk'iss.
Phlem is a sizable metropolitan area with ruins that extend profoundly into the jungles and swamps encircling it. The eastern segment of the city gradually slopes into the waters of Lake Styming. The most remarkable attributes of the upper city are its commanding ziggurats. Several of these monolithic constructions are discernible high above the jungle foliage and surpass imagination in their magnificence and opulence.
