Lukoon, an adept trickster from a young age, continued down the path of deception, infiltration, and what is generally defined as the rogue. A brilliant mathematician, his skills in games of chance made him a formidable opponent. In his teenage years, he found himself in considerable trouble, pick-pocketing, swindling the unwary, and creating disturbances while watching from the sidelines. He was known for his ability to evade surveillance and, almost instinctively, sense when he was in imminent danger. Still young at the time, yet susceptible to manipulation by those more cunning, he was tasked with crafting complex locks, vault doors, and, upon mastering these, moved into trap design and the art of manipulating others. His mischievous nature landed him in much trouble during this period, something that even those trained in what was once called psychic encouragement failed to curb - qualities that the Covenant did not favor in their rising stars, the best of the best who were intended to ascend to the rank of Archangel. Lukoon's knack for mischief led him to units focused on gathering intelligence, then to those carrying out heists deep behind enemy lines or planting false evidence to stir up discontent.

In the Creation War (1486 DE - 8777 DE), Lukoon joined the Covenant's armies, battling the primordials assailing worlds across the Nawirrûs System; that is, everything beyond the Sea of Entropy. Unparalleled in clandestine operations, he thwarted enemy plans as well as those of his own allies, even once capturing a Primordial Lord deep behind enemy lines. However, his exceptional skills evoked jealousy, with envious rivals claiming he was one of Bruh Kreniik's special creations, akin to the Lith-Crillion, who received undue attention.

For a period, Lukoon was bestowed the powers of a Sentient Creationist. Following his creation of the Tragaran race, he curiously forfeited the gift of Creation.

In addition to performing espionage and covert operations for the Covenant, Lukoon possessed an exceptional talent for extracting information from prisoners, employing methods that were not always favored by the Covenant's more virtuous constituents.

In the Demon Spawn War (89 GE - 269 GE), Lukoon and his expansive intelligence apparatus were tasked with instigating discord among the demon lords. His methods of dealing with the demons were considerably harsher than his approach towards the primordials. Some assert that he was influenced by Asmodeus, while others claim the opposite, suggesting Lukoon harbored a secret desire to diminish Asmodeus's standing. Later in the war, when Asmodeus assumed the role of the Covenant's supreme commander, Lukoon was promoted to head the Covenant Intelligence Bureau, or CIB. In this position, his tactics became increasingly devious and mischievous. Lukoon and Asmodeus often aligned in their willingness to employ torture against captured demons. Asmodean apologists, however, allege that Lukoon played a role in Asmodeus's fall from grace, leading to his transformation into a Fallen Angel.

The symbol or imagery of Lukoon is a prevalent motif in gambling establishments and thieves' guilds. Many rogues, even if they do not venerate him, utter a few words to him when they believe his benediction is necessary before embarking on a task demanding stealth or pure chance.

Lukoon is a paragon of stealth and subterfuge, having once ambushed Aredhel and then impersonating her at one of the gatherings of The Balance. As a result, The Balance now exercises heightened vigilance regarding those who attend their assemblies.
