In 1209, the pirate captain Raci-Tuc and her crew established a base on the southeastern banks of Kraaroz. According to the custom among the pirates of this region, a settlement or base typically takes the name of its founder upon their passing. Over the following two centuries, the Raci-Tuc pirate base grew into a city-state with a population of 50,000. During periods of turmoil, they actively participate in the Pirate Lords confederacy.
Raci-Tuc has long been a safe haven for pirates since its establishment. A pirate ship that reaches the Kraaroz comes under the protection of Raci-Tuc and the cannons of a series of forts lining the inlet. Some of these fortifications stand on rocky atolls, while others are situated along the shoreline. These defensive structures have been built up over the course of five centuries and pose such a formidable threat that invaders typically disembark their troops on land and approach the city from the shoreline or navigate through the surrounding jungles. This was the strategy employed in 1482 when the city fell to the Black Tide. Following the capture of Raci-Tuc, her sailors were pressed into military service under Admiral Bloodtusk, while tens of thousands of citizens were enslaved or coerced into joining the ground armies of the Black Tide.
Those ill-fated individuals were dispatched to the battlegrounds of Hells Womb and the Lands of Purity, doomed to fight twice - initially as enslaved soldiers, and subsequently as the undead.
The Black Tide War (1465 - 1486) decimated the city's population, reducing it by two-thirds. Most of those taken were never seen again, except among the ranks patrolling the bone-studded parapets of Gleshgath or some other undead hold of Necrocrypt.

After the war, the city became a holding of the Bloodtusk Regime. In 1797, it was freed by the Burterinii-Buccaneer Alliance. As a result of their involvement in the alliance, the pirates reclaimed their city.
The three principal churches of the city are dedicated to deities whose domains hold particular significance for the pirates. These comprise two aquatic gods, Poseidon and Tempestant, as well as the god of travel, Ptah. The church of Lukoon represents another faith that is gaining traction within the city.
