The Pirate Lords confederation is an organization of pirate havens dispersed across the islands of the Buccaneer Archipelago, the northern coasts of Ma'Ohari, and the southern fringes of Hells Womb. The corsairs of this expansive archipelago and oceanic realm are loosely affiliated. They unite whenever a substantial menace emerges. Each occasion the confederation becomes operational, its membership may fluctuate significantly from the previous active iteration.
The two principal parties of this confederation are the city-states Raci-Tuc and Ren-Jorusk.
The Pirate Lords have a long and remarkably successful history of piracy and resistance against the mightiest naval powers. They have defied threats and assaults from Shounejo and refused to ally with the Black Tide during the Black Tide War (1465 - 1486). As a consequence of their refusal to submit, they were attacked by the Black Tide, resulting in the loss of Raci-Tuc and Ren-Jorusk. For the remainder of the war, these city-states were governed by a military commander named Jariall Bloodtusk. After the conflict, these territories became domains of the Bloodtusk Regime.
Between 1795 and 1800, the Pirate Lords aligned with the Burterinii. They established a military pact known as the Burterinii-Buccaneer Alliance. The objective of this coalition was the total annihilation of the Bloodtusk Regime. Dubbed the Burterinii-Bloodtusk War (1795 - 1800), it culminated in the demise of Bloodtusk and his malevolent kingdom. As per the agreement, Raci-Tuc and Ren-Jorusk reverted to being autonomous city-states under the pirates' control.
The Pirate Lords have thwarted punitive expeditions dispatched against them from Paradomea, Ivory Asylum, and others. Owing to their formidable organization and sheer numbers, most corporations and certain empires remit payment to the Pirate Lords for the "secure transit" of their vessels. This tribute is forwarded to a council comprising pirate lords, captains, and other representatives of pirate gangs who constitute the Pirate Lords. They then distribute the funds among those within the organization who agree to curtail their activities against the fee-paying entities' shipping.
