In 1266, the Kal-Oni Empire collapsed. Unrest and contention over the spoils followed. Two power centers emerged, one in the east and one in the west. In the east, private armies under nine prominent merchant houses united, subduing unrest and bringing the former eastern holdings of the Kal-Oni Empire under their control. After a period of infighting among the merchant lords, they recognized the need for an organization to manage merchant affairs and oversee the populace. On 14 War March 1268, the Merchant League was established. The foundation of their power was a small coastal town then known as Paradomea. Supported by a government more focused on trade than conquest, this town experienced rapid growth, eventually becoming Paradomea City.
In 1282, the Merchant League and the Council of Bile ratified the LHWTA, demarcating territorial boundaries and realms of authority. On the 13th of War March that same year, the Paradomea Empire was established with the Merchant League as its ruling body.
In the year 1290, the Merchant League was supplanted by the Council of Nine. The Council of Nine continues to represent the nine preeminent merchant houses, functioning as a syndicate where commercial interests supersede most other concerns. Another influential group of merchants in Paradomea is the Paradomea Consortium, which diverges from the Council of Nine in its lack of direct involvement in everyday governmental affairs.
Paradomea commands a network of cities and territories spanning numerous regions, both on the surface and subterranean. Their primary stronghold lies within Hells Womb, while their influence extends across the islands of the Pearl Sea and the Sea of Mourning, all of which are commercially oriented.
The empire's supreme judicial body is the Gilogoth Magistrate. It enforces stringent laws and imposes harsh penalties. This legal arm of the government is directed by one of the Council of Nine members.
The elite Githlarâk garrison safeguards the interests of Paradomea and its devious Council of Nine leaders. Complementing this army are numerous magical beings, specialized Doom Squads, and a formidable force of mages, priests, and soldiers. Despite the city's lich rulers, they abstain from utilizing the undead, fearing it would unsettle the populace and disrupt the economy.
Paradomea's most significant diplomatic triumph was securing control of Aggis. This remote coastal city substantially bolstered the security of their trade routes, expanding market access and amplifying the influence of Paradomea's mercantile elite.
The Drow city-state of Belogrell serves as Paradomea's closest ally. The two settlements engage in substantial commercial exchange, with Paradomea's Undercity being a frequent trading partner.
