When Turgon was apprehended by forces serving Demogorgon, The Balance and other Higher Powers took notice. The sole group in the vicinity capable of thwarting the demonic invasion were the sahuagin of Kerriack. Numbering in the thousands within the trench, they maintained a hostile stance towards outsiders and each other. Mortal intermediaries were dispatched to ascertain whether they would assist in quelling an invasion that could disrupt the world's balance, or potentially ignite another Demon Spawn War (89 GE - 269 GE).
Silvanus journeyed to the homeworld of Asmodeus, the sole entity certain to persuade the sahuagin to join the cause. Asmodeus consented to assist but only if his agents could actively participate in orchestrating the defense, and that Silvanus remain with him for a year. Asmodeus's agents proved highly persuasive, educating the sahuagin about their early origins, that their distant forebears had fought as soldiers of the Covenant, vanquishing demons.
At great cost, Kerriack's sahuagin stemmed the demonic tide attempting to expand outward from Turgon, affording the Arcana the time and security necessary for erecting the Turgon Boundary Ward. The success of this endeavor, bolstering morale and fostering cooperation among the sahuagin, led to the unification of Kerriack's sahuagin on 11 Bloom 34. The Inge'rya Empire was established, named for a triton general who later became a sahuagin and served under Asmodeus when he was the Covenant's supreme commander.
