In the Year 25, the inhabitants of Nénharma were compelled to flee the island they had occupied for thirteen centuries. They escaped Turgon by ship and through magical means. The cause of this Turgon Exodus (13 - 25) was the opening of the Ungorth Reddik Road, which became the invasion route for an army of demons. Most of the Nénharma migrated to the northwestern shores of Brucrumus and then journeyed eastward into the High Wood Country. In the Year 27, they founded Idril, and nine years later, they established the Rúmil empire.

The governing body of Rúmil is a magocracy. Some of the same wizards who opened the Ungorth Reddik Road initially held positions within this government. Rúmil's administration maintains a robust magical policy, providing free arcane training institutions for those who can pass the entrance exams. The intensive arcane education and magical manufacturing processes contribute to Rúmil's status as one of Brucrumus's premier magical powers. Rúmil's government resembles the one that once ruled Nénharma, a regime prone to spur discontent and unrest. In 544, several thousand individuals seceded from the empire. They migrated eastward into the Tribe Steppes, eventually resettling Marakellûth and establishing the Ithendelt a year later.

The vast majority of the empire's populace are Kriavfahliil; tracing their lineage to Gwildath. The bulk of the empire's halflings originate from the Seven Vales.

The elves of Rúmil's realm are a haughty folk, frequently displaying an air of condescension in their interactions with the wood elves of Angrod. It is commonly remarked that they exhibit more courtesy towards halflings. Consequently, the elves of these two domains typically maintain an unfriendly rapport with one another.
