The Pact of Behemoths constituted a military alliance among Deep Six, the Giff League, and Ivory Asylum. Its objective centered on curtailing Ba'lith's overt endorsement of piracy. Within this minotaur empire, piracy represented a legitimate commercial enterprise. The Pact endeavored to suppress the corsairs wreaking havoc throughout Salzârrâk's maritime trade routes. Additionally, they regarded the state sponsorship of such activities as tacit authorization for the thousands of pirates operating from the Buccaneer Archipelago.
For several decades, the Azrik Blockade proved devastatingly effective, severely impeding Ba'lith's expansion and economic vitality. Observing their southern neighbor's military escalation during the 1700s, the Torgilm Confederacy (1475 - 1719) pooled their resources to acquire eight skyships from the island empire of Engineen. Surprisingly, the Pact of Behemoths permitted these vessels passage. When the Torgilm Confederacy collapsed in 1719, these intact skyships passed into the possession of the Ba'lith Empire. Supplemented by additional vessels procured through clandestine markets, Ba'lith amassed sufficient strength within a decade to challenge a blockade that had begun inflicting greater hardship upon the blockaders than the blockaded.
In 1729, the Pact of Behemoths negotiated an accord with the Ba'lith Empire. Pursuant to the terms, the Ba'lith Empire agreed to discontinue their patronage and safeguarding of piratical operations.
